High Street Water Main Upgrade – Registrations of Interest for Early Contractor Involvement (ECI) and then Construction Rangiora’s iconic High Street is at the historic and retail heart of Waimakariri, having been a key shopping destination since 1860. The High Street carries 5,244 (est) vehicles per day as of June 2025, and hosts over 150 businesses. Following multiple water main failures on the High Street, the Council has decided to upgrade 630m of water pipe from DN200 to DN300 pipe and at the same time, install 142m of new DN600 stormwater pipe, amongst other works.
