Concept Design & Review of Environmental Factors for the Gloucester Sewage Treatment Plant

Summary and scope

The objective of this contract is to undertake a Concept Design to replace the existing Gloucester Sewage Treatment Plant with a new facility. The new plant will be based on the preferred option identified in the option report and will be based on a continuous Modified Ludzack-Ettinger (MLE) system. Below is a summary on the scope of works in relation to this contract: • Part A – Concept Design: -Undertake concept design for the Sewage Treatment Plant including the effluent discharge outfall. -Prepare full project cost construction estimates to a level of accuracy of -10% and +25%. -Prepare a concept design report, including concept level drawings as detailed in this document. The concept design report and drawing package is to be at a level that enables a future design consultant to prepare a complete detailed design package, without the need to conduct further investigations, studies or reports. • Part B – Review of Environmental Factors (REF): -Provide environmental advice and information as input into design development. -Undertake and document assessment of the potential environmental impacts of the project, as defined by the concept design. -Propose and document environmental safeguards and mitigation measures to reduce and manage the project’s risks. -Prepare an REF report to enable Council to make a determination as to whether the project is likely to have significant environmental effects. • Part C – Documentation for Design Contract -Prepare conditions of contract and job specification for design contract for the Gloucester Sewage Treatment Plant.
