Summary and scope
GENERAL PRESENTATION – RFP: The council is looking for “Lump-Sum / Turn-Key proposals, for the disassembly & disposal of current structure & design /reconstruction/ replacement with a new walkway, using the same footprint, and with proposed materials”. The project is located at Ellenborough Falls – Elands, about 80km Northwest inland from Taree. The current structure of the walkway is a combination between treated timber, elevated from the ground as well as section on-ground, with an approximate number of 700 steps, 250 meters in horizontal (and in slope) timber platforms, in an aggregate total of about 500 metres long and about 200m in height, from the top of the ridge down to the bottom of the gully and base of the waterfall. The total amount of materials currently existing is supplied as attachment – to support material cost estimation. It is also supplied as an attachment, a thorough photographic report along all the sections of the walkway. FURTHER INFO TO BE CONSIDERED: Scope: • Removing all current existing timber structures • Reinstall and reconstruct the whole walkway, within the same footprint, including (materials, labour and equipment): o Foundations and posts o Bearers and Joists o Stair Stringers o Stair treads o Decking platforms o Handrails o Landing platforms o Seated areas and platforms o 1 small bridge crossing a small valley • Adapt any sloping platforms to make them level / horizontal • Use of finishing materials options (to be proposed by contractors): o FRP/GRP for walking decks and stair treads, and / or o Treated pine for all other structures, and / or o Potential options in FRP / GRP / Steel • Walkways to be standard 500mm wide and horizontal / level Schedule: • The works are to be estimated to be completed within 6 to 8 months, in a total of 120 to 160 working days. o This analogous estimation was based off the timing required to build the original structure Cost: • Cost to be proposed by the contractor, mostly dependent on materials chosen for the new structure o The contractor is welcomed to provide alternative analysis to materials & to be used. • Consider a skeleton team of 3 people (1 carpenter and 2 laborer) for 70% of the project duration and in addition of 2 more resources (team of 5) for 30% of the duration. Quality: • Stair treads to be in accordance with AS1657 • Remaining walkway construction to follow BCA general guidelines and AS 1170; AS 2156 (CLASS 4) ; AS 1657 o The AS standards are only guidelines and indicative; the feasibility of construction solutions shall be tailored to the assumptions & constraints from the site • For the walkway design AS 1428 – design for users who are disabled is not applicable Resources: • Human Resources: o estimated between 3 (minimum) and 5(maximum) contracted workers It is estimated the need for only 1 carpenter, plus laborers o The council shall support and give guidance to contractor team, specially in the first couple of months or project development, with 1 local experienced resource. • Materials: o A summary of the materials within the current structure is supplied as attachment to support cost & resource estimates for the new materials to be proposed. o The proposed solutions can vary from: 100% H4 treated timber (note for anti-slippery requirements on decking and threads) 50% H4 treated timber (structural) + 50% GRP composite for threads and decking platforms) 100% GRP composite materials • Workshop /Storage area o The council can provide for a storage area and a workshop area (protected from the weather) in the vicinity of Ellenborough walkway Old Firefighting warehouse located 1500mm from the project site Communications: • The project communications will be managed directly with a designated MCC Project Manager in collaboration with onsite supervisory / guidance support of an experienced MCC carpenter to liaise directly with the contractor’s team. Risk: • Difficult access and maneuverability of resources along the walkway • The laborer need to be mindful of the steepness and narrowness of the walkway • High levels of humidity, create a very slippery environment and hazards Procurement: • There is flexibility to achieve an agreement – due to unforeseen variables – that could lead to partial agreement based on: o Time + materials o Cost Plus Incentive Fee o Fixed Price + Incentive Fee Stakeholders: • Key Stakeholders are: o MCC; Funding Deed; Designated Contractor ASSUMPTIONS & CONSTRAINTS: • The only way up or down is through the walkway footprint, therefore: o Sequence of works need to be such that the partial disassembly of sections is then succeeded by the construction of the same new section o This is to provide continuous accessibility and maneuverability • All work to be executed need to be man-handled, the path is very steep and narrow • There are no “as Built Drawings” of the current Structure. o Only a photographic report sent as an attachment to provide information about the current structure • There are no specific designs for the new structure. o The idea is for the selected contractor to design & construct the replacement structure. • Construction of new structure shall be delimited by the current footprint implantation
