Summary and scope

Southern Sydney Regional Organisation of Councils (SSROC) on behalf of its participating member and other Councils invites responses from suitably qualified companies for the abovementioned Expression of Interest (EOI). Short description of the EOI: SSROC is facilitating a procurement process for its Member Councils to obtain a structured, aligned, and competitive contract(s) for comingled recycling processing services called CRESS (Comingled Recycling Sustainability Solutions). Long term services will be required for some participating Councils as early as mid-2024. The purposes of a procurement process that aggregates the Member Councils’ materials are to seek competitive commercial pricing for recycling processing services, achieve positive environmental outcomes, mitigate risk, and to grow and encourage market investment in waste processing and transfer facilities within or in closer geographic proximity to the SSROC region. For the purposes of this EOI, eight (8) councils responsible for approximately 80,000 tonnes per annum of comingled recycling materials are participating in CRESS. CRESS Project objectives include: • Achieve cost effective recyclables processing services through regional procurement; • Secure long-term processing capacity and price stability for CRESS Councils; • Contribute to Council diversion and recycling targets through best practice recycling processes; • Support and advocate for the growth of local recyclables processing capacity within the southern Sydney region including contingency capacity; • Develop and maintain a strong partnership with a processor(s) that supports supply tonnage flexibility and data transparency; • Encourage innovation of secondary downstream processing capacity for recycled materials (i.e. the output from MRFs).
