Summary and scope

Preparation of a Planning Scheme Policy for Engineering Standards - Roads and Drainage Infrastructure for the draft Toowoomba Region Planning Scheme. Toowoomba Regional Council is currently undertaking a large body of work to complete the drafting of their new planning scheme. A number of related projects are also being run concurrently. Council’s engineering standards relating to transport and drainage works are currently contained within Planning Scheme Policy No.2 (PSP 2). A review of the existing PSP2 (Phase 1) has revealed gaps and issues which need to be addressed. Council is seeking assistance to take this work further to distil out the key outcomes as they relate to Council’s standards, specifications and expectations and deliver these into a new set of engineering standards for the new planning scheme. As part of this brief, Council is requiring three bodies of work (which will collectively make up Phase 2). The first (Stage A) is a review/gap analysis of the work completed by the previous consultant (known as Stage 1), outlining any gaps that need to be resolved. This work should inform the development of the new Planning Scheme Policy. The second body of work (Stage B) is to work with Council and its various branches to write a new policy while incorporating the key principles from the previous bodies of work. The third (Stage C) is to work with Council to integrate the materials produced in Stage B into the new Planning Scheme. The purpose of the services is to prepare a succinct Planning Scheme Policy and/or provisions/content for Planning Scheme Codes, written in plain English, for inclusion in the draft Toowoomba Region Planning Scheme, together with other supporting materials such as standard drawings, as detailed in the Project Scope.
