Summary and scope

The purpose of these topdressing works is to renovate and restore sporting fields that were affected during the July 2022 flood event. The renovation works are divided into three specific work types based on individual sporting field soil profile characteristics and turf surface requirements; (i) Recycled Topdressing (ii) Complete Topdressing (iii) Combination – recycled and complete topdressing The delivery timeframe is from the Monday 25th September – 31st December. Weather conditions, ground fitness, material availability / delivery and ground allocations may impact on the delivery schedule. City Presentation to determine ground fitness / ground availability for permitted contractor access. City Presentation to provide contractor with access /schedule / timetable of ground availability, site footprint & dimensions. Any sites that have been delayed due to weather conditions, ground fitness and availability will have works deferred until a later date to ensure the remainder of ground allocation schedule is delivered as outlined in Tables 1,2 and 3 City Presentation to coordinate the supply and delivery site specific quantities of certified “USGA Sand” material to specified sporting field sites outlined in Tables 2 & 3. City Presentation to coordinate the supply and delivery of ANL 6mm screened Nitro Top certified topdressing material to specific sites. City Presentation to coordinate material to be delivered to site a day prior to works commencing. Works to each site must be completed within one shift. At the end of the shift each site must be rubbed in evenly with no safety concerns to the public e.g., ruts left by recycled topdressing. Safety control measures must be implemented by the contractor to ensure public and worker safety at each site. No bulk material is to be stockpiled on the playing field surface. Any damage caused by the contractor during works will be repaired or replaced at the contractor’s expense. Stockpiled material to be spread as soon as possible to eliminate potential contamination or turf die back. 1-day delivery to site prior to use of material is acceptable. Contractor to provide to ensure all staff follow and adhere to safe operation procedures, qualified or experienced in relevant operations / signed onto relevant SWMS and undertake Council WHS site induction. Contractor is responsible to provide completion of works evidence. This must clearly identify the exact location and scope of works completed on the site through photographs or video footage with metadata intact, and it must be provided for each location at which eligible restoration works have been completed. Restoration works involving the use of multiple treatment types on a damaged asset, require one photograph of each type for each asset to be provided. Recycled Topdressing The aim of recycled topdressing is to aerate the underlying soil vertically and horizontally, removing soil from the rootzone and re-distributing it across the playing surface. Layering and compaction are eliminated, infiltration rates and biological activity increased with existing fertilisers in the soil better utilised. The recycle top dresser reduces the amount of new top-dressing required, therefore saving labour and material costs and promoting sustainable maintenance. Koro or similar recycle topdressing attachment must be utilized for this application. Contractor to follow and complete Table 1 – “Recycled Topdressing / Rub In Works Only” as per hectare rate and confirmed dates. This may change due to environmental conditions and at Councils discretion. Tractor towing recycled top dresser must be conditional registered, fitted with grass tyres for this operation, safety features including flashing beacon, reversing buzzer, Field surface requires decompaction with recycle top dresser 50mm - 100mm in depth -depending on soil profile / structure. Contractor and Service Area Coordinator communicate agreed depth prior to works commencing. Irrigation heads, valve boxes need to be clearly marked / identified before works commence – Service Area Coordinator responsibility to mark. Periodic surface checks will be the responsibility of the contractor / plant operator to undertake to identify subsoil material brought to the surface This must be clean and free of contaminates - Operator must cease work immediately and contact Service Area coordinator if subsurface contaminates or foreign material such as loose stone / shale is brought to the surface. Brooming & rubbing in of soil after recycle top dresser application. The surface should be smooth with soil filling all voids across entire surface No rutting or uneven trenches from the machine is acceptable. It’s the responsible contractor. Complete Topdressing Application The aim of top dressing is to create a level surface, improve drainage, improve drought resistance, encourage the breakdown of thatch, and encourage a healthy dense turf growth. Using 6mm screened Nitro Top certified topdressing material organics in topdressing has the added advantage of improving soil health, providing organic nutrients, and increasing water and nutrient holding capacity. This project application rate is based on 10mm thickness to be spread and rubbed in evenly across the field surface. Broad acre topdressing spreading machine required by contractor - capable of distributing high volume rates of USGA sand and or organic material evenly across sporting field surface @ 10mm even coverage, machine must be fitted with turf tyres. Spreading and rubbing in of ANL 6mm screened Nitro Top certified topdressing material to specific sites as per Table 3. Complete Topdressing & rubbing In Works Only. Contractor. City Presentation responsible to coordinate supply and delivery to site. Spreading and rubbing in of certified USGA Sand material to specified sporting field sites as per Table 3. Complete Topdressing & rubbing In Works Only. Contractor. City Presentation responsible to coordinate supply and delivery to site. Ensure to comply with EPA regulations and individual sites are risk assessed e.g. sand or organic material placed in carpark on hardstand area there is a risk of entering stormwater drain – silt containment to be utilised. Ensure material is delivered at time requested by spreader. Sporting field ground fitness will be determined by City Presentation Field Coordinator relevant to Service Area. Irrigation heads, valve boxes need to be clearly marked / identified before works commence – Service Area Coordinator responsibility to clearly identify / mark for contractor prior to works commencing. Combination – Recycled Topdressing and Complete Topdressing The aim of the combination works is to aerate the underlying existing soil to eliminate compaction and layering using the recycled top dresser followed by the introduction of fresh organic material or USGA sand as specified within table 2. The introduced material will be blend with the existing soil produced by the recycled top dresser then spread and rubbed evenly across the playing field surface. Koro or similar recycle topdressing attachment must be utilized for this application. Tractor towing recycled top dresser must be conditional registered, fitted with grass tyres for this operation, safety features including flashing beacon, reversing buzzer, Field surface requires decompaction with recycle top dresser 50mm - 100mm in depth -depending on soil profile / structure.
