Water & Wastewater Network Telemetry and Solar Upgrade at Cootamundra and Gundagai

Summary and scope

The purpose of this tender is to provide upgrade works associated with water and wastewater systems including: • Telemetry system upgrade for the entire Cootamundra-Gundagai Regional Council (CGRC) including new Repeater Stations, RTU, Radio, SCADA system and Tablets. • Solar power supply system for reservoir sites, where no mains power is available. A mandatory system inspection for Cootamundra and Gundagai has been scheduled to commence from 9am on 26 September 2023, commencing in Gundagai Council Chambers and finishing in Cootamundra. The extent of works shall include, but not be limited to, the following: - •-Carry out site investigation; and gather necessary detailed information for all existing and new sites. • Review all relevant existing documentation for each site, including information found during site investigations, and identify any potential issues for the upgrade works. Prepare and submit concept and detailed design drawings and documentation for review/approval by the Principal. Provide separate set of detailed design drawings for each site. Supply, installation, testing, demonstration and commissioning of all telemetry, and solar components. Preparation of Inspection and Test Plans (ITP) for all inspection, testing and commissioning activities. Submit all ITPs to the Principal for review. Carry out comprehensive testing, demonstration and commissioning of all equipment, components and system, supplied and installed under this contract. Provide an Operations and Maintenance Manual (O&M) for all equipment, components and system, supplied and installed under this contract. Provide Operator and Maintenance training session, covering all individual sites and network. Provide all temporary works, equipment and systems as required to complete the supply and installation works. Submit all as-built drawings, software, network addresses, and configuration files for all equipment (including telemetry RTU and Radio, SCADA and Tablets) in USB Drive. De-commission and remove all redundant equipment and components after successful commissioning of the all sites. Discuss with the Principal; and dispose off-site of all redundant equipment as directed and/or agreed. Supply all labour, tools, materials, and equipment necessary to complete the install works including software configuration and programming, testing, demonstration and commissioning.
