Summary and scope
The Regional Drought Resilience Planning Program (RDRP Program) is designed to enable small consortia of local governments (and their communities) to better prepare for, respond to and recover from drought. The project is jointly funded through Australian Government’s Future Drought Fund and the NSW Government. The program will support selected councils to develop Regional Drought Resilience Plans and small grants that support implementation of the plans. Each consortium will develop a Regional Drought Resilience Plan that will focus on needs of the region in building drought resilience and will be developed from the perspective that drought is a regional development issue. Community level drought resilience depends upon strong primary industries and agricultural supply chains sectors as well as other businesses, community organisations and local government. Each consortium consists of 2-6 councils working together, with one nominated as the project lead. Regional Drought Resilience Plans will be co-designed with local stakeholders to ensure that plans are relevant and actionable for communities. The Program requires an independent consultant(s) to develop a Regional Drought Resilience Plan that meets the listed objectives (see Objectives) to produce the required deliverables (see Deliverables) within the available funding (see Budget). The successful consultant will also provide: • Secretariat and project management for the Project Control Group part of the work program
