Summary and scope
Inner West Council (Council) is seeking Expressions of Interest (EOI) from suitably qualified and experienced food and beverage operators (Proponents), to lease and operate a self-contained food and beverage kiosk, to be situated at Paringa Reserve, Elliott Street, Balmain (adjacent to the former Balmain West Ferry Wharf). Paringa Reserve is owned by Council and is a long open space that wraps around Somerville Point located at the end of Elliott Street, Balmain. Council intends to purchase, install and commission a re-purposed, standard 20-foot shipping container, equipped as a modern-style food and beverage kiosk facility, capable of providing fresh, healthy, standard and alternate options of hot and cold foods, coffee/tea, drinks, snacks, light meals, icecreams, confectionery, juices and grab & go products, from early-morning through to early-evening, based no demand. A-la carte menu items (with on-premises preparation and cooking facilities) will also be possible with an underground grease trap to be installed on site. An adjoining paved area for external seating and dining, including potential events and functions will also be available, as well as a secure storage facility nearby (both as licensed areas). A lease term of up to 10 years will be available and negotiated with the successful Proponent. Council is in the process of arranging to construct a new accessible toilet facility in proximity to the kiosk for community use. Public domain enhancement works to landscaping, lighting and accessibility will also be carried out, including installation of complementary services for pet owners and public users. The food and beverage kiosk will be permitted to trade 7 days per week, between 6:00am–8:30pm (Monday to Sunday and Public Holidays) in accordance with the DA conditions of approval or as per any other consent obtained by the successful Proponent. THE EOI CLOSES THURSDAY 11 APRIL 2024 AT 2:00PM (AEDT).
